Party identifies the registration choice, not present beliefs. Inactive is an administrative status, not proof of a move or lack of eligibility. A mailing address can differ from residence for valid reasons. District boundaries can change, so record the file date when using geographic fields.


Hagerstown Voter Record History

Participation history records election administration, never a voter's selections. A row may identify the election date and type, voting method, precinct, or early-voting site. A Maryland registered voter may apply in writing for voter data after swearing that the material will serve the electoral process. The State Board's revised data application collects the applicant's contact details, organization information when applicable, intended use, requested region and product, voter-status filters, delivery choice, signature, and perjury oath.

  1. Choose statewide data for $125, a single county or Baltimore City for $75, or one named district for $75. Ask Washington County first if a smaller municipal extract may meet the need.
  2. Select the product, region, active or inactive status, registration-date range, parties, and any election history. State the electoral use clearly and sign the oath.
  3. Pay in full. FTP delivery is free; a flash drive adds $15 and may be picked up or mailed. Standard files are tab-delimited text, while address-sorted Walking Lists are PDFs.

The State Board normally fills complete applications within ten working days. Applications received before an election must arrive by the advance-registration deadline or are returned until after the election. The office provides no custom formatting or technical support. Payment may be by card, certified, personal, or campaign check, or money order; a returned check carries a $30 fee.

Choose a Washington County Voter List

The application offers more than one voter-roll product. A Registered Voter List can include election history. A Walking List, which is not sold statewide, groups voters and party by street address, placing even and odd numbers on opposite sides. Other choices include Permanent Mail-In Applicant, election-specific Mail-In, Provisional, Early Voting, and Cure lists.

Filters can limit results to active voters, a registration-date span, chosen parties, or all parties including inactive records. The product should fit the stated election task. Buying every available field does not make the data suitable for a broader use, and the agreement bars transferring it for an unapproved purpose.

Note: A $75 Washington County extract is narrower than the $125 statewide file and may be easier to use for local electoral work.


Maryland Voter Roll Use Limits

The oath bars commercial solicitation and every non-electoral use. It also bars using the file to investigate suspected violations of individual voters' election behavior. Knowingly allowing prohibited use is a misdemeanor. The current application states a penalty of 30 days to six months, a fine of up to $250, or both. These are operating limits, not optional cautions.

Keep the requested file secure, use it only for the certified electoral purpose, and do not pass it to someone whose use falls outside the oath. Personal status questions belong in the official self-lookup or with Washington County election staff. Hagerstown Historic Voter Records

Modern voter registration records are only one layer of Hagerstown election history. The Maryland State Archives catalog identifies Washington County Circuit Court Voter Registration Record T5298 from 1908. Ten volumes were transferred in 2021.
